If an ISP offers variable IP - do they in fact own a range

daft e.g. 1.2.3.1 - 1.2.3.9 could be Tescos var ip range

or can they be 1.2.3.1 one day , then 7.4.7.2 the next day

    thanks

They own a range - generally a large one.

generally it is a range from 1.2.1.1 - 1.4.4.4 or similar, HOWEVER they can
have serveral ranges, so if they do indeed own two ranges of 1.1.1.1 -
1.2.1.1 and 6.1.1.1 - 6.2.1.1 you might end up with a very different looking
    IP.
