I am testing a ssh server by attempting to connect to it via its public IP address. For some reason 'ssh -p 22 1.2.3.4' is giving me a connection refused error. The port is definitely open and forwarded according to canyouseeme.org and I am even able to connect with http://www.serfish.com/console/.

iptables could be the cause of your problems.

Where are you trying to connect to this server from ?
Is it from a machine on the same network behind the same NAT box ?

AFAIK, the "connection refused" error is at the TCP level, not at the
SSH level. You would get the same error with 'telnet 1.2.3.4 22'.

  5. No; ECONNREFUSED is at a lower level than that, much as Pascal said.
