    processors are eating up everything u got for speed. Go to
    run-msconfig-startup tab-uncheck anything your not using and ok it restart
    and your puter will run faster. Less stuff eating up the internet. CTL atl
    delete to bring up task processing tab will show all thats eating your
    internet up and slowing down your computer. making it seem like the internet
    is doing it.

    depending upon what time of day is busiest for your local telephone exchange, unplugging your router for 10 minutes, then plugging it back in again might do the trick.

    however most have SRA (seemless rate adaptation) -- which means it will go up and down, any considerable difference, the 10 minute reboot trick usually works.

    if its stuck, then you'll need to phone up your internet service provider and ask them to set the sync speed manually, depending upon how far away from your local exchange you are.
