Moving a WINS server's IP address to another WINS server

  1. I have two WINS servers. The first one has the IP address 192.168.100.3, and
the second one has 192.168.100.34. The first server is scheduled to be
decommissioned. Some clients have only 192.168.100.3 configured as their
WINS server, and connect exclusively through the VPN, so it's not convenient
to reconfigure them. My question is, would there be any problem with
swapping the IP addresses, so that the second server has 192.168.100.3, and
after the first server is decommissioned, clients that have 192.168.100.3
configured as their WINS server will still be able to find a valid WINS
server at that address? Would there be any problem if, for example, a client
registers with the first WINS server when it has 192.168.100.3, and after the
swap the second server has this address, so that the server that the client
is configured to use is no longer the owner of the client's registration?

Both servers are NT 4.0 domain controllers, and the second one is also a
DHCP server. Would the IP address swap interfere with either of these
    services?

Alternatively, would there be any problem with adding the 192.168.100.3
address to the second server, so that the first server can be retired and the
second server can receive WINS registrations and queries on both IP
addresses? I know that there are issues with multihomed WINS servers, but do
these problems extend to WINS servers that have multiple IP addresses on the
same NIC? Would the WINS service accept registrations/queries on both IP
addresses, or just one? If it does accept requests on both IP addresses,
would there be a problem where a client sends a query to 192.168.100.3,
receives a response from 192.168.100.34, and doesn't accept it because
192.168.100.34 is not in its list of WINS servers?

    Any other considerations/caveats?

  2. I don't think that would be a problem.

I don't think that would be a problem.
No. WINS/Netbios only binds to the first IP#.
Just shutdown the first server and change the one-and-only IP# on the second
    server to what you want.
