I am completely knew to VPN so I am not sure on how to do all this. But I got several locations that I need to securely access using TightVNC from a central location. What would be the setup? Do I create different keys for each location? How can I create the ovpn files for OpenVPN?

Don't know about openvpn but we generally use hardware VPNs (Cisco or similar).
You end up meshing locations for resilience. You can re-use the key between locations in ipsec.
An alternative is IPVPN. You need to ask you ISP to provide access to all the locations as a single lan. Means 1 company does all the internet to these location though.
