I have an XP machine that is connected to a USB cable modem. I also
have a fedora core machine. Both of these are connected to a hub via
the only two ethernet cards I have. Can I, through the microsoft
internet connection sharing, get linux to see the internet without
    having to buy anything else?

It should work. Use the XP machine's IP address (the card connected
to the hub) as the default gateway for the Linux machine.
