Cable connection fails with IE

    We have a broadband connection but Internet Explorer can
    nnot find the site when using Win 98 SE. We can ping
    sites, but not connect to them. We tried XP and that
    solved the problem, but we coulnd not solve a problem
    with the NVIDEA RIVA TNT2 PRO which would go to sleep on
    a restart as soon as Windows came up. Deleted XP and
    restored Win 98, but can not use our cable connection.
    Reloading the OS made no difference. This is a Gateway
    computer and the software is difficult to work with. So
    close but no cigar and no where to turn. Techs believe
    problem is in the software like winsock. Have others had
    this problem?
