assign ip address to a Mac address using command prompt?

    Is there a way to assign an IP address to a network device using command prompt when I know the device's MAC address?

    I tried arp -s (ip address) (MAC address) but all it does is updating its ARP list. It doesn't actually assign the ip address to the device. In other words, I cannot ping to the new address.

    I specifically need to know how to do this using command line.
