xp to win 98 ?

Hi I was just wondering if there is a way or a program
that I can download that can open Windows XP .exe files
over a shared network using a computer running Windows 98.

No. A program that requires Windows XP to run must be run on a Windows XP
system, you can't run it on Windows 98. Have you considered using Remote
Desktop to control your Windows XP desktop from the Windows 98 desktop
instead?
