Xp ME Linksys Router .... ME keeps sending data to internet

I have a Linksys 4 port DSL router connected to the dsl
modem. I hace two PC connected to the router. One pc
running XP Pro the other me. Internet and file sharing
works fine. The ME machine keeps sending (what im
assuming) data packets to the router and the internet.
The Link/activity light blinks non stop even when im not
doint anything. The activity light on the ethernet card,
router, and modem all blink. It is a fresh install of
windows Me, no other programs installed.
