XP Clients onto new domain WLAN

We currently have 400+ remote users who connect into the domain via VPN. As a
direct result of us using the the Cisco VPN client, users are unable to apply
the latest GPO's to their laptops, which are all running XP SP2.

We are now deploying a nationwide program of wireless connections to all our
remote offices, using IEEE 802.1x authentication based on certificates.
However due to the clients being unable to download the latest GPO, i cannot
pass the wireless settings to the clients.

Is there any way of either applying a domain gpo locally from a CD/USB
drive, or, just applying the wireless connection settings. Manually building
the wireless settings is not a prospect i particuly relish.
