I don't think that the Windows 98 username/password is the problem,
because:
1. A non-matching username/password wouldn't prevent Windows 98 from
browsing the network. It might prevent Windows 98 from actually
accessing a shared disk or folder on XP after browsing to it over the
network. However, the error message in that case would clearly
indicate that accounts or permissions are the problem.
2. Windows XP Home Edition doesn't require a matching
username/password to access its shared disks and folders. By default,
Windows XP Professional doesn't, either. That only happens when you
disable "simple file sharing" on XP Professional.
