xp to 98 networking..can someone PLEASE post a how to link, I'm having a LOT of trouble...HELLP!

All I want to do is share files between computers via tcp/ip
protocol....and I just cant seem to get it to work--its very annoying.
Can someone please post a good how to guide or just help me out?

Both computers are in the same workgroup--connected to the same
router...the internet works fine on both, but no printer or file
sharing. HELLP!
