Windows 98SE doesn't (and will never) have built-in support for WPA.
Such support has to come from the wireless card manufacturer. I don't
know whether Linksys offers it.
Motorola has wireless networking gear with support for WPA on Win98SE.
I've tested the WR850G router, WN825G PC card, and WU830G USB adapter,
and they work very well. Here's a web site about them:

I've seen the Motorola gear on sale at Target and Radio Shack, and you
can buy it online at that web site.
