WPA was done after Server 2003 was completed. An update to add WPA support
to wireless Group Policy is available here:

SUMMARY
The new Wireless Network (IEEE 802.11) Policies feature lets you apply
Active Directory-based Group Policy settings to your Wi-Fi Protected Access
(WPA) wireless network. By using Wireless Network (IEEE 802.11) Policies,
you can add, edit, or remove wireless network policy settings. You can also
define preferred wireless networks and define 802.1X authentication.
