WPA-PSK problem

For WPA-PSK mode, on the client's Windows wireless properties there is
field for one network key (after selecting "WPA-PSK" for network
authentication and "WEP" for data encryption), but on the router there
are two sets of keys: one key for WPA and another for WEP. Which key is
to be used on the client?

Use the WPA shared key on the router and the same WPA key on the wireless
Windows properties.

WEP is a different encyrption method altogether.

On my router it allowed for both WPA and WEP to be enabled at the same time,
is that a bug?

I don't think it's a bug. Have you referred to your router's user manual or
the manufacturer's web support site? If you can have them enabled both at the
same time, why not make the shared key the same for both of them and keep
things simpler?
