How would I know what processes are responsible for network slowdowns

I have a computer that is an ssh server, webserver, mailserver,
participates in torrents sometimes etc.

At certain moments its internet connection slows down to a crawl, I am
not sure due to what.

I would like to know if there is some analyzer that would say that
protocol X is responsible for Y% of packets that went through in the
last 10 seconds, or some such.

Use http://ethereal.com and capture the packets during such an event, then
select Statistics -> Destinations -> (null filter) Create Stat.

Each destination address will display percentages and will have an
expandable listing of protocols, destination ports and percentages.
