Won't Shutdown

I recently networked my Win98 machine and my WinME
machine. My Win98 machine has the wireless USB adapter on
it, and the WinME machine has the gateway on it.
Everything is working great. However, I can't get my
Win98 machine to shutdown. Every time that you go through
the shutdown process, and you think it is about to shut
down, it restarts itself. So, how do I get it to do a
proper shutdown? I'm not a computer techie, so please
give me detail instructions!

right away. If you try to go to the control panel it does
not repond for about 90 seconds, but you can do other
things while you are waiting. Also when you try to shut
down the computor there is a long hesitation and sometimes
it won't even turn off. Any suggestions on what may have
happened and what i can do to fix the problem?
