Port rules not being identical on all WLBS cluster hosts are the major cause
of convergence problems. But, since you stated that the port rules on both
servers are identical, and that one of the servers reports full convergence,
the only things I can think of is to examine your Event Log for further
details on the problematic host and try applying W2K SP4 to the servers to
see if that resolves the problem.
