I've used these 802.11b cards successfully on original Windows 98:
USB: Netgear MA101, Netgear MA111
PCMCIA: Netgear MA401, Microsoft MN-520
According to their web pages, these 802.11b cards should work on
original Windows 98, too:
PCMCIA: Orinoco Classic Gold PC Card
PCI: Netgear MA311, Orinoco 11b
