My Dell laptop came with a Dell Wireless Tool to manage connections. Right
now my wireless connection is managed by the Windows (XP Home). Should I use
the Dell one or use the Windows one? Which one is better?

Use whichever you prefer, but never both at the same time.

I personally like the one in XP. They both have the same functionality but
with my Linksys utility I'd have to constantly manually connect and with the
XP utility it does it automatically.
