Yeah, the 11S4 has VPN pass through logic that can be enabled on the
router.

VPN is based on protocols and if both devices support IPSEC protocol,
then it maakes no difference as long as the VPN protocol match on the two
end points.

There are plenty of how to(s) by O/S such as Win 2k, XP on setting up VPN
between two machines out on Google.
