Hmm...
I don't have a Dell but my experience is Intel generally installs a folder
in C:\Program Files\Intel\Wireless\Bin or something along those lines, in
that folder is a file called LIBEAY32.DLL if that file is over written by
another program or is missing you'll experience what you are experiencing.
You might look and see if you have such a file on your computer.
