A few years ago, a person named Dewayne Hendricks gave a seminar about his
attempt to set up wireless for the island nation of Tonga (easier than
running cable from island to island). He has also set up similar things for
various native american groups in the US. I think most solutions these days
revolve around Canopy by Motorola, which is not cheap but could cover more
than 1.5 square miles.
