Wireless over 1.5 Sqaure miles

Hello. I would like to know what suggestion anyone has for setting up
a wireless network over a 1.5 square mile radius. I am trying to set
up internet access for a village in the Balkans and am trying to find
the best and cheapest solution. Thank you for your assistance.

Put a smartBridges airPoint Outdoor on the highest point near the center
of the village. May have to run it up the tallest tree or improvise a
small tower to get it above the trees (water towers, tall buildings are
all possibilities). Put an 8dbi omni antenna on it, waterproof the
connections, use a lightning arrestor properly grounded and all you'll
have coming down the tower is a single cat5 cable and a ground wire.
Plug the cat5 into the supplied power injector then into your switch and
you're ready to start taking on clients.

A few years ago, a person named Dewayne Hendricks gave a seminar about his
attempt to set up wireless for the island nation of Tonga (easier than
running cable from island to island). He has also set up similar things for
various native american groups in the US. I think most solutions these days
revolve around Canopy by Motorola, which is not cheap but could cover more
than 1.5 square miles.
