Wireless network Policies

I have a costumer that has installed several wireless access points that are
open.
To access any resources they need to authenticate to AD.
I’ve created the wireless network policy and defined every SSID which are
pushed out to all computers.
The problem is that it choses the SSID that is at the top of the list even
if it’s the one with hardly any signal strength.
When trying to choose another sender with stronger signals manually it
automatically falls back to the sender at the top of the list.

How can I solve this?
