Wireless network and ICS

I have 2 desktop's with Belkin USB wireless adapter's, and a laptop with a
PCMCIA wireless network adapter.

My problem is with the laptop (Sony Vaio P4 2.66), as sometimes when it is
powered up, I have file sharing but not Internet. If I click on "Explorer",
it states "No connection available". Sometimes I do a system restore and
all is ok, but how do I troubleshoot ICS. If I ask it to set up ICS, it
creates a "Bridge", that I then need to get rid of. The Belkin adapters are
communicatiog with each other, but I need a way of "forcing" it to start up
the "Gateway", but the gateway is only there when things are ok.
