Bad card or failed driver installation. Fix the latter first.
The next time the laptop with the pc-card is stable, from device manager
expand the view to show hidden devices, remove the network adapter and
any phantoms that show up, then shut down. Remove the card. Boot and
reinstall the pc-card driver. After the driver is installed, insert the
card and reestablish the network.
If this fails, it is probable the net adapter is broken.
