Wireless Internet for MANs

Has anyone worked for a company installing wireless MANs for parts of
their
city? Basically, public access areas of their city. I am trying to
understand the process of how to go about doing this. Is it just a
matter of installing hotspots or do i need to use radio towers as
areas to install access points? thanks.
