The problem sounds like the Wireless Zero Configuration service built into
Windows XP, which
wakes up every 60 seconds and performs a full scan of 802.11 channels in an
attempt to find a better access point.
If the 3Com card comes with its own card management software, you could try
turning off the XP management of the card.
