Wireless Access Point from 9th floor to street?

I have an apartment overlooking a university and Bay St, Toronto. Is it
possible/what would I need to set up a public wireless access point to the
street and overlooking the university? Has anyone tried something similar?

Patch antenna pointing in the wanted direction will do the trick. Any AP
with external antenna connection will suffice. I use a Vigour 2600W and am
in the UK.
