WINS on Windows Server 2003 Standard

I am trying to set up a windows 2003 server to replace an aging windows 2000
dc I have. I have installed the services that I had on the old box, and so
far things look like they're working, except for wins. When I go into the
WINS administrative tools applet to set up replication with my other dcs, I
get this error:

The WINS server you specified cannot be located. The WINS server might be
down, there might be network problems, or the WINS service might not be
installed

The error was: Either a required impersonation level was not provided, or
the provided impersonation level is invalid.

Interestingly, in the "server status" node, the server shows up, has a green
light, and says "responding". Any clues?
