WINS Tombstoned DC Record

We staged a Server 2003 Domain Controller in our headquarters site, but when
we changed the server's IP address to correspond to the subnet of the new
site in which it was to be deployed, it would not release its old ip address
in WINS. Therefore, we deleted the existing WINS record containing the
incorrect ip address and selected the tombstone option so that this action
would be replicated to the other WINS servers. Now we cannot get the server
to register its new address either by rebooting or doing an nbtstat -RR.

How do I get this DC back to registering its ip address in WINS without
changing its name?

Have you tried setting the NetBIOS setting to Disable, and then changing it
back to enable? This may trigger it to start sending NetBT traffic again.
( also verify the WINS servers configured for the Interfaces )
