Hi,
I have 2 wins servers and I am wondering if on each NIC for machines with
static IP's, should I enable netbios over tcp or is that not needed.
How about on clients?

That would depend on what you want them to do.

All client machines will need Netbios over TCP/IP enabled and be set up
with a WINS server address so that they register with WINS. I hope none of
the servers are multihomed. If they are, make sure Netbios over TCP/IP is
only enabled on one interface.
