WINS service cpu usage 50-100 %

Hi,

I just installed WINS server and it's been on for about 2 hours. It works,
but it uses 50-100% of cpu
and in 40 minutes it has made 2 GB of IO writes.

Administrative Tools -> WINS -> Display Server Statistics looks like:

Total releases 2 637 828
Records found 2 637 828

Unique registrations 2 633 523
Conflitcs 2 637 829
Renewals 95
-----

There seems to be about 600-1000 conflicts per second.

So what's causing that ?
