WINS on a Server 2003 running as member server in NT 4.0 Domain?

Dear Technicians,

we wanted to use WINS on a Server 2003 running as member server in an NT 4.0
Domain.
Since the service is installed and has started it is not possible to manage
it via the mmc. The status is "Error: The couldn't find network path"
(translated from the german message "Fehler: Der Netzwerkpfad wurde nicht
gefunden").
Also it is not possible to determine the status using netsh.
Question: is it not possible to run WINS on a server acting as a member
server? Do we have to promote the server to be a DC?

I'm not a pro but the server might need to be a Member Server of the NT
domain fo the wins databases to replicate. I could be totally wrong
with this idea too

Shouldn't matter. Did you make the server is pointing
towards itself as it's primary and secondar WINS Server
in the tcp/ip properties?
