Yes.
Let's say a client registers a name with the WINS server on B. When B
pushes the record to A (or A pulls it from B), the record is then in the
WINS A database, with WINS B listed as the record owner.
Next WINS A replicates with WINS C -- and the WINS B record is replicated
to WINS C, with WINS B listed as the record owner.
The one thing to keep in mind is to orchestrate your replication times so
that there is not too long a delay between replication times, since the
record must go from B to A and then to C -- which obviously will take
longer than a direct replication from B to C.
