WINS record ID mismatch

Hello,

I am currently seeing WINS records with IDs out of the
sequence. That is, most of our records are in the C99984
range while others (primarily static entries) are in the
5f4 range. I realize this does not directly affect
resolution.

What are the consequences in leaving mismatched IDs in
place?

Any recommendations on resolving the mismatch so that all
records are incrementing properly?

Lastly, we are also experiencing "ghost" servers (i.e.,
decommissioned servers) listed under "record owners".
They have the same IP as the current server due to our
secondary server dying while replicating with our
tertiary server. The quickest solution was to reip the
tertiary to the dead secondary's IP, hence the ghost
server. Is there a way to remove the ghost server?
