WINS is suppose to be able to handle millions of entries.
Its limitations have more to do with the number of clients
per server (around 5,000 - according to the Microsoft
Encyclopedia of Networking) than the number of entires. Just
make sure the server has lots of RAM if you have that many
entries.
For a medium to large setup, have at leaset two WINS servers
(for fault tolerance). And if you need three or more WINS servers,
use a "hub and spoke" architecture, where you have a single WINS
server that is secondary to all other WINS servers.
