WINS on mixed 2000 & 2003 Domain

We have a active directory consisting of 1 2000 server and
one 2003 server that are DC's(2003 is the Operations, RID,
etc. master) and one of each that are not.

All 4 servers are running WINS.

Trying to get WINS to work, with one minor problem. You
cannot open the WINS MMC to the 2003 Servers on the 2003
servers, but you can from the 2000 servers.

Opening the WINS MMC that lists all 4 servers on one of
the 2003 servers you cannot open the 2003 WINS servers,
the error message is "Cannot find the WINS Server" but you
can open to the 2000 servers.

Opening the WINS MMC on one of the 2000 servers you can
open the 2000 servers AND the 2003 servers.

I talked to the WINS product team on this issue and the developer suggests:

Is there some event log entry added due to this? Customer could try to set
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\WINS\Parameters\LogDet
ailedEvents to non-zero value, if in default configuration there is no
event log entry created.

If there is an event log entry, please post it and I will forward it to the
dev.
