1. Make sure the remote registry service is running on the computer.
2. Check the following registry key permissions,
"Run regedt32 go to
HKLM\System\CurrentControlSet\Control\SecurePipeSe rvers\winreg"
Permissions should be "Local Service" READ, Backup Operates READ and
Administrators FULL CONTROL.
3. Check to see if you are having DCOM errors in the Event logs.
If yes then****
1. Locate and click the %SystemRoot%\System32\Dtclog folder in Windows
Explorer.
2. Rename the Msdtc.log file to Msdtc.old if the file is located in the
Dtclog folder.
3. Use a text editor, such as Notepad, to create a new text file. Save
the file as Msdtc.log in the Dtclog folder.
4. Click Start, click Run, type "msdtc -resetlog" (without the
quotation marks) in the Open box, and then press ENTER.

If the permissions were changed on the formentioned registry keys, look to
see if you or another admin changed the Default Domain Controller policy to
do so or someone has created a new policy on the DC OU that does it. You
can use GPRESULT to dump the GPO's beeing applied
