Wins Event Log Error

I keep getting an error in the system event log.
We have 1 server running Windows 2003 Standard Server.
The error occurs every 40 mins:
"Wins could not read from the User Datagram Protocol (UDP) socket."
Error ID 4204

I have looked on the net and have not been able to fix this. I have added
everyone with Full control to the Wins Folder under System32/Wins

Any ideas how I can correct this or what is causing this
