WINS Error 4209

I'm getting error 4209 in my System Event Log on Windows
Server 2003 Std. The error reads:

A Winsock Sendto message returned with an error.

I get this message in the log constantly and I can't
figure out what is wrong. Microsoft help files allude to
this being caused by low resources, but I check perfmon
and everything is cool. I have 100 gig free on the server
and a 2.8 Xeon Proc with 1 Gig RAM. The CPU overhead is
about 5% at max usage.

Any help would be appreciated!
