WINS doesn't run

Hi,

after installing WINS on several windows server 2003 machines, I can't
run it, it shows this red X and it doesn't run. It shows in the
details panel: "Access denied" although every thing is correct. On one
of the machines it worked but after about 15 minutes without doing any
thing special.
