WINS on a cluster (good or bad)

We currently have our WINS and DHCP running in a cluster. The virtual
server names are represent these functions; i.e. GA-WINS and GA-DHCP with IP
Addresses assigned to each. In our DHCP configuration we tell the clients
to use the IP Address of the registerred GA-WINS Server. However, when they
register the majority are registerring with the secondary WINS server which
is NOT a cluster member but rather a DC. Should the secondary WINS Server
be pointing to the IP Assigned to the GA-DHCP server instead? When I open
the WINS Admin console it opens with the IP and Net BIOS name of the DHCP
Server (which nobody registers with). The majority of all registrations are
with the Secondary and they ARE replicating.

Any guidance will be appreciated!

One more thing, Should both cluster members be replication partners?
