Wins and NBTSTAT -a

I have need to have two names point to the same IP in Wins. I have created
00 and 20 records for a second machine name and pointed them to the same IP
as the holder of the IP. In other words, machine 'A' registered
123.222.22.22 on its own, and I created 00 and 20 records for machine 'B' and
pointed them to 123.222.22.22

Issue is that an nbtstat -a machineb returns "host not found" but same
command run against machinea returns a reply.

Is there something I am doing wrong here? I have this type of setup in AD
Dns and Bind DNS but have an application that relies on Wins, so it must work
via WINS.

Odder still is that even though it will not resolve with nbtstat -a, my xp
machine can still use machineb (not fully qualified) and connect. My 2000
desktop cannot.

Please help as we need to get this fixed this weekend.
