winipcfg will not release or renew

i have 2 cpu's that will not release or renew the networking information. so
they will not surf or see any other cpu on a network. this seems to be a
software problem i bought a new networking adapter and installed it in one
cpu and the same problem happened. i put all the networking adapters in to
the one system that will renew and all worked and accessed the net just fine.
one cpu is me the other is win 98se the cpu that will surf is also win98se.
fully up dated and newest ie 6.0 browser. i even tryed ipconfig in dos and
they will not release or renew. any help would be great

*shivers*....windows 98. It is prob. a corrupt..well..a messed up
registry. I would go into safe mode, device manager, check out the
network adapters...if there are adapters listed that arent
installed...remove them. ...heck...even remove the one that is
installed and start over. Have you removed all of the protocols in the
network configuration and reinstalled them? Its. def a software
problem.

yes i have removed all adapter and protocols. but not in safe mode do you
think a windows regester repair tool might help like norton system works? i
was thinking of removing internet explorer and the entire networking entreies
and reinstalling it from disk but should i go into the enum reg entry and
delete it to get all hard ware back to a fresh starting point.
