I have a Windows 2003 server, which I am using to provide VPN connectivity.

I need the client to be able to specify a fixed IP address - but when I try
this, I get an error which says:-
'TCP/IP CP reported error 735: The requested address was rejected by the
server'

The VPN server seems to be able to provide DHCP, or select from a pool of
addresses (these work fine), but I don't seem to be able to allow the client
to specify its own fixed IP address.

Can anyone offer any help so I can do this?

Can you create a DHCP reservation for his MAC address?

How to assign a static IP to VPN client

If you have Windows 2003 server as VPN server, you can assign a static IP.
To do this, open the user's properties>Dial-in, check the Assign a Static IP
Address.

That won't work, Matt. The VPN client doesn't get its IP address directly
from DHCP. The RRAS server leases the IPs from DHCP. The client then gets
its address from the RRAS server as part of the negotiation to establish the
connection.

It really has to work this way because the VPN client IP address is only
valid for the duration of the connection, not for the DHCP lease time.

I cannot thank you enough - it worked first time, sweet as a nut.

This is for fallback data connections to fire stations and mobile data
terminals in fire appliances. It will make a significant contribution to the
resilience of our systems and the safety of our fire-fighters and the public.
Many thanks for taking the time to provide much needed help.
