Not to be smart here, but this usually means some kind of mis-
configuation is happening. There could be improper usage of the NIC
protocols, FW blocking access, several other factors.
100% signal strength only means you have a solid connection between the
WAP and WNIC.
You can use a packet snuffer to see what's happening with the packets in
an attempt to determine the problem.
It could be as simple as using Netbios, IPX/SPX and TCP/IP protocols on
the WNIC.
