using Administrative shares should be done only for administrators.
The problem with external drives is often, that they are connected by the
system after the sharing process has been completed.
Does sharing work if you do it manually?
Delete any existing shares of that drive, then share again?
In this case you could try a script to start sharing delayed after server
boot.
If this is not the reason, there is still the server storage message you
mentioned.
Some threads in the Internet from another MVP (Hans Georg Michna) did show
the following solution working:
On the computer you are attempting to connect to, Set the IRPStackSize back
to the default (15), which seems to be altered for example by Symantec
Antivirus software. Perform the following steps:
1. Start regedit.
2. Navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\
Services\lanmanserver\parameters.
3. Double-click IRPStackSize (or if this registry setting doesn't
exist, create it with type DWORD and ensure the case is correct).
4. Change the base to decimal, set the value to 15, and click OK.
5. Reboot the computer.
