Windows Server 2003 - Error in mmc with netapi32.dll when addingdomain resource to local share

We are getting the error below on our Windows 2003 server:

Reporting queued error: faulting application mmc.exe, version
5.2.3790.0, faulting module netapi32.dll, version 5.2.3790.0, fault
address 0x000297b0.

The application server will add local groups and users to resources, but
upon selecting a NT4 domain resource AND filling in the necessary user
credential to check name, the mmc immediately closes and the explorer
window crashes. A second later explorer restarts. I have rebooted the
server only to be able to replicate the problem. We have 40 some other
2003 servers, and this is only one that has this problem.

Any thoughts?
